Johns Hopkins researchers have found A fragmented regulatory approach, narrow regulations, a lack of health expertise among agency staff, and limited resources are barriers preventing effective responses by sampled state permitting and agriculture agencies. The human health implications have thus largely fallen by the wayside from a regulatory perspective, with rural communities suffering the consequences.
